Lt Gen Vinod G. Khandare PVSM, AVSM, SM, (Retd), is one of India’s most distinguished military leaders and strategic thinkers. Commissioned into the 14 Garhwal Rifles in 1979, he went on to serve the nation with exceptional distinction for nearly four decades, rising to the rank of Lieutenant General. His illustrious career has been marked by leadership in some of the most challenging operational environments — from the icy heights of Siachen to the volatile terrains of Jammu & Kashmir, Sikkim, and the North East. He commanded key formations including a Mountain Brigade and the 19th Infantry Division, shaping India’s operational readiness in critical regions.

At the strategic level, Lt Gen Khandare held some of the most prestigious appointments in the Indian defence establishment. As Director General of the Defence Intelligence Agency (DIA) and Deputy Chief of the Integrated Defence Staff for Intelligence, he spearheaded intelligence integration and strengthened India’s capabilities in multi-domain security. Post retirement from active service in 2018, he was handpicked to serve as Military Adviser to the National Security Council Secretariat (NSCS), where he provided strategic guidance on matters of national security at the highest decision-making levels. In 2022, he was appointed as Adviser to the Ministry of Defence, where he continues to contribute his deep expertise on defence preparedness, international cooperation, maritime security, space, and cyber strategy.

For his exemplary service, Lt Gen Khandare has been decorated with some of the nation’s highest honours, including the Param Vishisht Seva Medal (PVSM), the Ati Vishisht Seva Medal (AVSM), and the Sena Medal (Gallantry). He is also a recipient of the United Nations Medal for his service as a Military Observer in El Salvador and has been awarded the Chief of Army Staff Commendation Card. These decorations stand as a testament to his courage, vision, and extraordinary contribution to India’s security.

Even beyond uniform, Lt Gen Khandare remains a guiding force in shaping India’s defence and strategic thought. He is an Emeritus Resource Faculty at Rashtriya Raksha University, mentors institutions on comprehensive national security, and regularly delivers lectures on defence policy, cyber security, and strategic affairs. His career reflects not only battlefield bravery and operational acumen, but also an enduring commitment to safeguarding India’s sovereignty in an era of rapidly shifting global security challenges.
